nawwwww it's so cute~
I especially love the bow you added, it enhances the "I'm so adorable" factor <img src="e.deviantart.net/emoticons/s/s…" width="15" height="15" alt=":)" title=":) (Smile)"/>
The eyes were done very well, too.
However (and I know that Jigglypuff doesn't really have large hands and feet) the hands and feet are a bit too small. I had trouble noticing them for what they were at first. The blush marks are also a bit awkwardly placed on Jigglypuff's face - because they are out of proportion with the hands and the feet.
And I wonder what a dash of a mouth would look like? Because you added in the cheeks, it looks incomplete without the rest of the facial features.
